Minimum Qualifications
Education
• Bachelor's degree in Electrical Engineering
Experience
• Minimum of ten (10) years of diversified engineering management, analysis, contract oversight and work oversight experience in traction power.
Preferred
• Traction Power experience in a passenger railroad or transit environment, to include interfacing with maintenance divisions, Federal oversight authorities, and directing both internal subordinates and outside consultants
• Professional Engineer (PE) License

Summary
The Director, Traction Power Engineering plans, directs, oversees, and coordinates an effective, well-integrated, and comprehensive engineering program pertaining to traction power systems and equipment. This incumbent is the prime operational and design resource for traction power engineering, serves as an in-house consultant and ensures safe and reliable system operation. The incumbent develops, revises, and implements engineering policies, procedures, and standards; ensures their compliance with various legal, safety, and other requirements. The incumbent directs, oversees, and monitors engineering activities of consultants to ensure fulfillment of contract specifications, timetables, budget, and other conditions. This role directs, develops, and implements preventive and corrective maintenance and testing practices for traction power systems required by WMATA and outside regulatory agencies and ensures compliance of Operations forces to all prescribed testing and maintenance practices.
The Director Traction Power Engineering is responsible for signing and applying his/her seal to engineering documents (reports, drawings, and calculations) for WMATA studies, estimates, designs, or analysis.
Essential Functions
• Directs staff in engineering tasks required for the effective, safe and efficient operation and maintenance of traction power infrastructure
• Provides and leads the provision of special technical assistance and guidance to engineers and traction power maintenance managers. Maintains in-house design and analysis capability for modifications, emergency repairs, and assessment of existing facilities. Serves as Washington Metropolitan Area Transit Authority (WMATA)’s principal in-house operations traction power engineering consultant.
• Develops, revises, and implements engineering policies, procedures, and standards in support of traction power infrastructure and ensures policies, procedures and standards comply with legal, safety, and other requirements.
• Develops, reviews, and approves technical engineering designs, specifications, and change orders to utilities, traction power, and related systems and equipment. Directs employees and contractors in inspections and project evaluation activities to include monitoring work schedules, budget, expenditures, and resource allocation to evaluate project conformance to overall goals and ensure achievement of technical engineering requirements.
• Plans and directs the effective planning, development, and utilization of engineering and design resources for the support of planning design, construction, equipment procurement, preventative and corrective maintenance activities for all system traction power infrastructure. Leads development of capital improvement programs for traction power infrastructure and the Authority's expansion and modernization programs.
• Interfaces with all engineering and maintenance disciplines to ensure traction power maintenance programs are being operated in an efficient, integrated, and safe manner. Works closely with traction power maintenance leadership to develop work instructions for preventative and corrective maintenance and to develop and monitor overall preventative maintenance schedules and programs.
• Directs employees and contractors in inspection and project evaluation activities, to include monitoring work schedules, budget, expenditures, and resource allocation to evaluate project conformance to overall goals and to ensure achievement of technical engineering requirements.
• Oversees the preparation and subsequent monitoring of the budget and other administrative functions for the Office of Infrastructure Power. Prepares and directs the preparation of clear, technically sound, accurate, and informative statistical, financial, progress, and other reports. Prepares executive correspondence.

• Maintains and promotes awareness and accountability with safety policies and procedures while performing job functions. Promotes a positive safety culture and encourages reporting of safety concerns consistent with our Agency Safety Plan, other regulatory requirements within the Safety Management System and just culture principles.
