JOB SUMMARY
Responsible for supporting Project Manager/ Head of Section for the planning, execution, and completion of engineering projects by providing technical expertise (HV & LV electrical system), coordinating with stakeholders, and ensuring that project deliverables are achieved within scope, budget, quality, and safety requirements
JOB DESCRIPTION
- To plan, coordinate, execute, monitor, and successfully deliver HV, MV, and LV electrical infrastructure projects in accordance with the approved scope, budget, schedule, quality, and safety requirements.
- To prepare project execution plans, project schedules, cost estimates, Bills of Quantities (BQ), technical specifications, tender documents, and procurement strategies for HV, MV, and LV electrical projects.
- To administer engineering contracts, including reviewing and verifying consultants', contractors', and vendors' claims, variation orders (VO), Extension of Time (EOT) applications, progress certifications, and project close-out documentation.
- To monitor project budgets, cash flow, expenditure, and cost performance against approved forecasts, identify variances, and recommend appropriate corrective actions.
- To review engineering designs, drawings, technical specifications, and contractor submissions, and ensure all HV, MV, and LV electrical works comply with approved designs, contractual requirements, QA/QC standards, statutory requirements, and engineering best practices.
- To coordinate and manage consultants, contractors, suppliers, regulatory authorities, operations, and other internal stakeholders to ensure effective communication, timely approvals, and successful project implementation with minimal disruption to port operations.
- To monitor contractor performance and ensure adequate manpower, machinery, materials, and resources are available to achieve project objectives.
- To conduct site inspections, monitor construction progress, verify work completion, and ensure project milestones for HV, MV, and LV electrical projects are achieved within the approved schedule.
- To identify, assess, monitor, and mitigate project risks, technical issues, and non-conformances, and recommend appropriate corrective and preventive actions.
- To coordinate project meetings, technical discussions, testing and commissioning, inspections, energisation activities, handover, and resolution of project-related issues.
- To prepare, analyse, and present project progress reports, including schedule performance, cost performance, cash flow, project risks, and key project issues to management.
- To ensure all HV, MV, and LV electrical projects comply with applicable legislation, statutory requirements, engineering standards, contractual obligations, PTP requirements, and relevant regulatory requirements throughout the project lifecycle.
- To promote and enforce compliance with safety, health, environmental, and quality requirements by consultants, contractors, and all project stakeholders throughout project execution.
- To maintain complete and accurate project documentation, including inspection records, testing and commissioning reports, as-built drawings, project correspondence, and project handover documentation.
- To perform any other duties as directed by the superior from time to time.
- To ensure compliance with the organization's Information Security (IS) and IT policies to safeguard information assets, systems, and intellectual property.
Job Requirements
- Bachelor's Degree in Electrical Engineering or a related engineering discipline recognized by the Board of Engineers Malaysia (BEM).
- Registered Graduate Engineer with the Board of Engineers Malaysia (BEM). Professional Engineer (P.Eng.) qualification is an added advantage.
- Minimum three (3) years of relevant experience in engineering, construction, infrastructure development, or the port industry, with exposure to electrical network (HV, MV, and/or LV) projects, construction management, project management, and engineering design coordination.
- Good knowledge of HV, MV, and LV electrical network systems, including planning, design, construction, testing and commissioning, and project implementation.
- Good knowledge of project management principles and practices, with the ability to identify project risks, anticipate potential issues, and implement appropriate mitigation measures.
- Good understanding of construction methodologies, engineering practices, and project execution techniques to support effective planning, scheduling, and delivery of engineering projects.
- Knowledge of construction contracts, contract administration, and contractual dispute resolution, including the evaluation of Variation Orders (VO), Extension of Time (EOT), and contractual claims.
- Proficient in project planning and scheduling using Microsoft Project or equivalent project management software.
- Knowledge of engineering procurement processes, tender documentation, Bills of Quantities (BQ), cost estimation, budgeting, and project cost control.
- Awareness of current construction market conditions, pricing trends, and cost drivers affecting engineering and infrastructure projects.
- Good knowledge of Malaysian electrical regulations, engineering standards, statutory requirements, and regulatory approval processes related to HV, MV, and LV electrical infrastructure projects.
- Proficient in Microsoft Office applications (Word, Excel, PowerPoint), AutoCAD, and other engineering or project management software, with strong analytical, communication, negotiation, and stakeholder management skills.
