Title: Electrical Engineer 1
Location: Vancouver, WA (Hybrid)
Duration: 12-month Contract (with possible extensions up to 5 years)
Pay Range: $38.03 – $41.01 per hour

Provides engineering design and documentation support for electrical and electronic drawings, documents, RAS projects, equipment, and facility modifications. Supports design standards, project documentation, field activities, technical reviews, and engineering guidance while maintaining accurate records and compliance with applicable requirements.

Position Responsibilities
  • Maintain databases supporting electrical and electronic drawings, documents, RAS equipment, and related engineering information.
  • Prepare WECC, RAS engineering, RAS Logic, configuration files, and related project documentation.
  • Develop engineering designs, requirements, material specifications, and procurement specifications for equipment and facility modifications.
  • Draft and maintain RAS standard guides, templates, drawing standards, and related engineering procedures.
  • Participate in field visits to support project scoping and design, verify equipment configurations, and document as-built conditions.
  • Review drawings, drawing lists, packages, and other documentation for accuracy, completeness, and design compliance; make or recommend corrections.
  • Organize and analyze drawings, assess project complexity, and coordinate project schedules and time estimates with technical and supervisory personnel.
  • Support special projects, including development and implementation of business rules, workflows, procedures, and process improvements.
  • Review and update design standards, provide recommendations for new standards, and support development and revision of drawing templates.
  • Provide engineering expertise and guidance to project, design, and field personnel; mentor and train less experienced team members on engineering practices, procedures, standards, and RAS processes.
  • Research, document, and maintain inventories of RAS and related equipment, including data entry, data cleanup, photographic records, and coordination with field resources.
  • Review and support as-built documentation, digital signature and distribution processes, and project closeout records.
  • Maintain engineering files, emails, records, and official documentation in accordance with security, records management, compliance, and audit requirements; ensure information is appropriately shared and maintained.


Position Requirements
Education & Corresponding Experience
  • Bachelor's Degree in Engineering (from an ABET accredited school) is required.
    • 6 months of Electrical Engineering experience is required.
    • Candidates 3 months from graduation will be considered. Proof of degree may be requested after graduation.
  • Must have knowledge of engineering concepts, principles, and practices applicable to components and facilities found on a regional transmission system.
Required Technical Skills & Experience
  • 6 months of experience in performing design or technical review for electrical engineering designs, preferably in the following disciplines: Protective Relay and control, SCADA, Telecom, or substation.
Preferred Skills & Experience
  • Knowledge of substation protection schemes.
  • Knowledge of Remedial Action Scheme (RAS).
  • Knowledge of SCADA design or construction
